Council Multi-use Community Centre Project
The purpose of this consultation is to seek residents views regarding the design and borrowing for the Council’s Multi-use Community Centre Project.
Design:
We are hosting a series of drop in events and will be welcoming feedback on the designs of both buildings before submitting for planning approval at the end of March 2025. Please pop along to one of our sessions or complete the survey form here.
Funding:
The proposal is a Public Works Loan of £300,000 over 20 years to fund the initial build and sale of the single dwelling on the closed public toilet site. Income from the sale of this property, approximately £500,000, will then be used to build the multi-use community centre and parish offices.
Residents are asked to answer two key questions about the funding and return their views to the Parish Council.
The Public Consultation questions about the proposed funding can be answered by:
- using the pull out page in the Council’s quarterly Newsletter and returning to the council offices
- emailing a scanned copy to clerk@welwyn-pc.gov.uk
- completing the survey at one of our open day events (see below for dates, location and times)
- or by clicking the link below and downloading and completing the form online, this can be emailed back to clerk@welwyn-pc.gov.uk.
It is important that we invite residents to comment on the proposed increase to the council tax precept and ask that you answer the two key questions scroll down click “HAVE YOUR SAY!” to view and return your view to the Parish Council Offices or email a scanned copy to clerk@welwyn-pc.gov.uk.
PLEASE NOTE: When you vote in favour or against the funding proposal, it is one vote per elector NOT per household.


What happens with the responses from the Public Consultation?
- Survey responses about the design or final finishes will be shared with the design team.
- All replies regarding the funding and proposed precept increase will be collated, counted and verified. If the answer to the public consultation question is “yes”, the Parish Council will continue to apply for the Public Works Loan of £300,000 over 25 years.
- If the majority answer to the public consultation is “no”, the Parish Council will be unable to apply for the loan and will have to look at other ways to fund the build of a suitable office facility, this may mean an increase through the precept for a number of years to ‘save’ towards the project.

- Expected annual income from hire £8,000
- Increase per household on Band D property: £3.60 per year, 3.6% increase
- Total Repayment per household: £72 over 20 years
